Buon pomeriggio.
Mi dispiace non essere lì con voi, ma l’influenza stagionale mi ha costretto a rimanere a casa.
Grazie per l’invito. Questo Convegno sembra pensato proprio per il mio Paese: l’Italia. La mia organizzazione ha lottato per 20 anni per far riconoscere i diritti sindacali al personale militare. Parliamo sia di poliziotti militari che di appartenenti alle Forze Armate. Finalmente, lo scorso aprile, la Corte Costituzionale grazie ad un ricorso presentato da un’associazione a noi vicina (ASSODIPRO) insieme a un nostro Segretario nazionale pro tempore (Franco Solinas), ha rimosso il divieto, in capo ai militari, di poter costituire e aderire a sindacati.
Ma questo risultato è stato reso possibile, anche, dal reclamo al Comitato Europeo dei Diritti Sociali presentato dalla CGIL e dal mutato scenario costituzionale europeo.
Il cambiamento, però, è solo all’inizio. Pochi giorni fa sono stati presentati due disegni di legge che regolamenteranno i sindacati militari e come potete immaginare, l'attenzione degli "STATI MAGGIORI” finalizzata a ridurre al minimo gli effetti della sentenza della Corte è molto forte.
Noi crediamo fermamente che in un momento così difficile per l’Europa, penso ai rischi per il terrorismo, alle tensioni politiche dettate dall’immigrazione, alla prepotenza della criminalità organizzata (che in parte nasce in Italia, ma ha ramificazioni in tutti i paesi europei, come una piovra), per non parlare delle recenti tensioni sociali della vicina Francia, c’è bisogno di una “nuova Europa”. L’Europa della giustizia sociale e della legalità transnazionale. E’ arrivato il momento di costruire una forte rete di relazioni tra gli operatori della sicurezza e difesa in un contesto di condivisione di diritti, dell’impiego, delle condizioni di lavoro e, perché no, delle medesime condizioni salariali.
Io spero, inoltre, che questo sia l’inizio di un lungo viaggio. Insieme per difendere la nostra casa comune e accogliere, nella legalità e nel più alto senso di umanità, chi affronta il Mediterraneo con la speranza di vita migliore.
Siamo pronti per lavorare con voi per realizzare questo progetto di integrazione e sviluppare nuovi strumenti che garantiscano condizioni migliori di lavoro per tutti i cittadini europei. Come dice un proverbio cinese: breve o lunga che sia la strada, se non fai il primo passo sarà infinito.

Good afternoon
I’m sorry I cannot attend the event but I have got the flu and was forced to stay at home. Anyway, I send you my brief intervention, testimony of our interest in working with you.
Thank you for the invitation. Please, allow me to introduce myself as I am the Secretary general of GdF workers and Citizens ' Association.
This convention seems to be meant for my country, Italy. My organization has been struggling since twenty years to get the recognition of trade union rights to military personnel, both military police and armed forces workers. Eventually on the 11thof April 2018, the Constitutional Court, has removed the ban for the military to join or constitute trade unions.
This result was made possible thanks to several factors: to a legal appeal by an association close to us (ASSODIPRO), and our at the time national secretary (Franco Solinas) but also by the complaint to the European Committee of Social Rights made by the CGIL (Italian General confederation of Labour) and by the changed European constitutional scenario.
The challenge anyway is only at the beginning. A few days ago two drafts law on the establishment of military unions was made public and we realized that there is still much to do. The attenction by high commands to restrain the accessibility to future military unions is very strong.
Europe is experiencing and going through complicated times: I mean the risk of terrorism, the immigration pressure, the arrogance of the organized crime (which in part was born in Italy, but has ramifications all over European countries, like an octopus), not to mention the social tensions affecting our neighboring country, France. This means we need a "new Europe". Europe of social justice and transnational legality. The time has come to build a strong network of relationships between security and defense operators within a context that includes sharing of rights, employment, working conditions and same wage conditions.
I hope, therefore, that this is the beginning of a long journey. A path that will lead us to defend our common house and at the same time permits us to welcome, through legality and with the utmost sense of humanity, all those persons that traverse the Mediterranean seas with the hope for a better life
We are ready to work with you to realize this project of integration and to develop new instruments to guarantee the best job conditions for all European workers. A Chinese saying goes: the road may be short or long but, if you don’t take the first step, it will be endless.
